Request for Pre-consultation
Purpose
The request will inform County of Essex Planning Administration on a proposed Official Plan Amendment, Plan of Subdivision or Plan of Condominium in the County of Essex in preparation for a productive Pre-Consultation Meeting. The purpose of the Pre-Consultation Meeting is to discuss study requirements and to outline the terms of reference for the studies by the County, Local Municipality, relevant departments and the Conservation Authority if necessary. This will assist the applicants such that they can proceed with assurance to complete the studies that are required and hopefully reduce the number of revisions that go back and forth prior to acceptance of the application by the County.
Instructions
This request should only be submitted after first consulting with the Local Municipality and after they have confirmed that the concept plan is feasible and supportable at the local level.
At a minimum, a concept plan (e.g. site plan), drawn by a qualified professional (e.g. engineer, architect, etc.), is required for pre-consultation. Other supportive drawings such as a draft plan of subdivision/condo, elevation plans, and floor plans, are beneficial, but not required at the time of pre-consultation.
After submitting the completed form below, the applicant will receive a confirmation email with a copy of the information provided.
County Planning Administration will share the proposal with County Infrastructure Services Department (ISD) and the applicable Conservation Authority, if necessary and applicable.
The Pre-Consultation Meeting will be conducted over Zoom. Representatives from the Conservation Authority as well as Planning and Engineering from the Local Municipality will be invited.
County Planning will email the group a Doodle Poll to determine everyone’s availability. Subsequently, County Planning will email a meeting invite to the Zoom Meeting. Please note only attendees listed in the form below will be permitted into the Zoom Meeting.
The registered owner must be present at the Pre-consultation Meeting along with relevant consultants, which would normally include their selected Planner and Engineer. It may also be appropriate for a consulting Biologist to be present at the Pre-Consultation meeting. The benefit of involving these consultants early on is for them to receive the study requirements and obtain clarification from County Planning, the Local Municipality and agencies on terms of reference prior to them embarking on the studies.
Authorization
Please be advised that if you are not the registered owner of the subject property, written authorization from the registered owner is required to proceed with the Pre-Consultation review process.
Please complete this Owner's Authorization Form in order to authorize you (the applicant), to act/inquire on the registered owner’s behalf. Please ensure that all registered owners of the property/properties provide signature.
Note: A Purchase and Sale Agreement does not validate the purchaser to act as the registered owner until the sale closes. The purchaser must complete the Owner's Authorization Form.
By submitting this Request Form, you agree to allow the County of Essex, its employees and agents to enter the subject property for the purpose of assessing the merits of this pre-consultation request. You further agree to maintain all vegetation on site, including woodlots, and shall not cut or destroy and vegetation or regrade the site during the processing of this request.
