Overview

An Annual Moving Permit is required when frequent moving or transport of oversized vehicles, loads and otherwise non-conforming vehicle configurations on County of Essex roadways, which fall outside the prescribed limits of the Highway Traffic Act R.S.O. 1990 and subsidiary regulations.  An Annual Moving permit is required to ensure the safe transportation of these vehicles while protecting the interests and safety of the public as well as the County’s roadways and infrastructure.  Anyone wishing to operate or transport oversized or overweight vehicles and loads on County of Essex owned roadways requires a permit issued from the County of Essex, Transportation Services Department.  Conditions contained on all permits must be strictly adhered to.

Annual permits allows for the travel on any County road with varying product at any time.

Conditions contained on all permits must be strictly adhered to.  This permit may be terminated for breach of any condition and the permit holder may be subject to prosecution.

Authorized Weights for Transportation of Indivisible Loads

1. Must obey all weight limit restrictions imposed on certain roads and bridges.
2. Weights shall not exceed the Manufacturer's Rated Capacity of any vehicle or tire component.
3. Gross weight limit for:
   • Tractors drawing a two-axle trailer: 50,000 kg *
   • Tractors drawing a trailer having three or more axles and a base length less than or equal to 16.5 metres: the lesser of HTA Reg. 413/05 plus 10,000 kg OR 60,000 kg. *
   • Tractors drawing a trailer having three or more axles and a base length greater than 16.5 metres: the lesser of HTA Reg. 413/05 plus 13,000 kg or 60,000 kg. *

* Gross Weight Limits are determined based on the structural capacity of Essex County highways.

Loads with weights or dimensions over the authorized limits require the issuance of a "Single Trip Moving Permit"
